A 250-megawatt solar power A 250-megawatt solar power plant planned by Spain’s Abengoa for Calif.’s Mojave Desert got a preliminary OK from the state’s energy commission staff. A final decision is expected Sept. 8. PG&E has agreed to buy power from the plant.
